Empowering Local Communities in Lahj to Manage Conflicts and Promote Social CohesionNov 15, 2016
Sana’a, 10 November 2016 – UNDP in partnership with Partners Yemen launched on Saturday October 22nd a six-day Advanced Training of Trainers in Sana'a, to develop the capacities of 13 experts from Lahj Governorate, 30 % of whom are women, in dialogue facilitation and design situation and conflict analysis. The training aims to enable the local communities in Tuban and Habeel Jaber Districts to manage tensions and social changes in their communities without resorting to violence. The training was launched in the presence of Mr. Fares Aldarwani, representing General Department of Non-Government Organizations from Ministry of Planning and International Cooperation (MOPIC).
Under the slogan “Promoting Social Cohesion and Conflict Transformation through Insider Mediators”, the training employs a range of interactive methods such as role-plays and group-work and covers the ingredients of social cohesion in Yemen such as identity, social class, and cross-cutting issues such as gender sensitivity. The project aims to equip the communities with the necessary skills and tools to raise awareness of local sources of tension and conflict in rural areas, and empower local communities to establish sustainable system for both short- and long-term conflict management in the targeted areas.
Waheeb, a TOT participant, noted that '' Although a lot of trainings I have attended, this training has further polished my skills, knowledge and concepts on negotiation, mediation and Conflict Sensitive Development.
Nusibah, a TOT participant, said '' What I have acquired from this training is much more than what I can get in five years of study''.
In partnership with Partners Yemen and in close cooperation with the local authorities, the trainees will lead the process of capacity building sessions, follow up and support for 30 insider mediators from Tuban and Habeel Jaber, enable them to conduct conflict and situation analysis to address future or recurring conflicts through dialogue, facilitation and institution-building in their communities. While particular social, cultural and political realities and constraints faced by the local communities will be taken into consideration, the conflict and situation analysis will engage the most vulnerable groups and women to promote greater participation.
“Our goal is to foster a culture of constructive dialogue to promote cohesion in the local communities and to empower them to manage tensions and social changes without restoring to violence. Linking Communities with local authorities and empowering them to exploit their strengths and existing resources are a strong force for change and very essential for bringing about peace and for the resumption of service delivery,” said UNDP Chief Technical Advisor Chikako Kodama in this occasion.
The conflict and situation analysis will serve as a platform for cultivating common understanding among community members about conflict drivers and threats facing target communities. Based on the analysis, insider mediators will convene a number of informal dialogue sessions at local level to assess drivers of conflicts, the level of community capacity available and the measures required to address causes of conflicts.
The training is part of the Enhanced Rural Resilience in Yemen Programme (ERRY), a three-year joint programme funded by the European Union and implemented by FAO, ILO, UNDP and WFP, to enhance the resilience and self-reliance of crisis-affected rural communities in the governorates of Abyan, Lahj, Hajjah, Hodeida.
